This totally white flap is called the white ghost flap. It was the first of a series of ghost flaps that are to be made for trading flaps. This flap was first sold before the 1995 conclave that was held in April of that year. They were available for sale to any lodge member who wanted to purchase them. The flap is totally white stitched with a fleur-de-lis located under the turtle's tail. This flap is exactly the same as the Black Border Standard Issue flap except it is stitched entirely in white.
