The bicentennial flap was designed to commemerate the 200 anniversary of our country and the 50th anniversary of the Yocona Area Council. The flap has a yellow twill background, a black rolled edge, and the crossed american flags. There is also a different style turtle with an unusual cap/hat on the smiling turtle's head. The flap has a plastic back.
