The S-18 flap was designed to commerate the 70th anniversary of the Yocona Area Council. The design was taken from the first council shoulder strip. There is a hidden fleur-de-lis stitched in the blue under the rear feet of the turtle. This is the first of three 70th anniversary flaps. The other two flaps have purple borders. (See S-19 and S-22)
